Meaning of Embargo
A prohibition to pass. In times of war or hostilities, it denotes the order of the government prohibiting ships from leaving certain ports until further order. If the order is applied to ships belonging to citizens of the state imposing the embargo, then it is called a civil embargo. If it is imposed on ships belonging to the hostile country, then it is called a hostile embargo. Also, a notice issued by a common carrier refusing to receive or carry certain kinds of freight on its line, or between certain points, and may be for a limited definite period , or for an unlimited and indefinite period. Embargo Alternative Definition
A proclamation, or order of state, usually issued in time of war or threatened hostilities, prohibiting the departure of ships or goods from some or all the ports of such state, until further order. 2 Wheat. (U. S.) 148. It is in its nature and policy a temporary measure. 5 Johns. (N. Y.) 308. It is sometimes on the citizens of the power ordering it; sometimes on a foreign power as a means of coercing a settlement of difficulties that have not yet culminated in war, or of preparation for impending war. The former is called civil, the latter hostile, embargo.
