Meaning of Letter
As commonly understood and as used in postal service statutes, the term denotes that which is sent and received through the post office department and it remains sue from the time same is deposited in a place designated by law or rules of the post office department, for receipt thereof, up to tht time the same is delivered to the person to whom it is addressed. See U.S. v Maxwel (D.C.Mo.) 137 F.Supp. 298. Letter of the law as distinguished from its spirit means the literal and exact force of the language of the statute as distinguished from general goals and aims of the statute.
