Meaning of Mandatory
He to whom a mandate , charge commandment is given; also, he tha obtains a benefice by mandamus. That which is required as if by mandate, obligatory; containing, nature of, pertaining to a mandate or command. The term is frequently used in contradistinction to directory. See In re Henslev, (Ohio Com. P. I 153 N.E.2d539.
